World of Warcraft: Forever has no realms — you choose a ruleset (Normal, PvP, Roleplaying or Hardcore), and the PvP ruleset launches with Horde/Alliance balance systems modeled on Season of Discovery. In SoD that meant Blizzard restricted new character creation for whichever faction became over-represented on a PvP realm. Blizzard has not yet published the exact thresholds, ratios or enforcement details for Forever.
Quick facts: PvP and factions in Forever
- Realmless design: nobody picks a server. You pick a ruleset, and each ruleset is its own large ecosystem, not one giant realm. There is no cross-ruleset grouping.
- Four rulesets: Normal (PvP only by mutual consent), PvP (open world PvP), Roleplaying, and Hardcore (arrives after launch, enclosed).
- Faction balance: confirmed for the PvP ruleset, described by Blizzard as "like Season of Discovery". Numbers unknown.
- Factions stay separate: no cross-faction grouping. The new Skyborne race is not neutral — Windshaper Skyborne are Horde, High Order Skyborne are Alliance.
- Battlegrounds: Warsong Gulch, Arathi Basin and Alterac Valley return, plus The Darkspear Islands, a new 15v15 map that plays like Eye of the Storm with Arathi Basin-style capture points.
- Honor system: changed from the original, but the actual numbers were not shown. A Legacy perk, For Great Honor, adds +2% Honor per rank.
- Launch: November 4, 2026, 3 p.m. Pacific, included with a normal WoW subscription. PvP season refreshes are on the roadmap for spring and summer 2027.
What did Season of Discovery actually do for faction balance?
On SoD PvP realms Blizzard capped the over-populated faction: once the Horde/Alliance split drifted too far, character creation for the larger side was temporarily locked while the smaller side stayed open. The goal was a rough 50/50 split so world PvP zones were not permanently owned by one faction. It was not a queue for existing characters — people who already had a character kept playing normally.
Blizzard chose SoD as the reference for Forever, so a creation lock on the heavier faction is the most likely shape of the system. Whether Forever adds anything on top — soft caps per language ecosystem, layer-level balancing, faction-based rewards — has not been announced. Treat any specific ratio you read elsewhere as speculation until Blizzard prints it.
Does balance apply to the Normal ruleset too?
Nothing published says so, and it would matter far less there. On Normal, PvP only happens by mutual consent, so a lopsided faction split does not ruin anyone's leveling or endgame farming. Battlegrounds still need both sides to queue, but that is a matchmaking question rather than a world population one. If open-world fighting is not why you play, Normal sidesteps the whole balance issue.
Can I switch rulesets later if my faction ends up outnumbered?
The only transfer Blizzard confirmed is out of Hardcore: a dead Hardcore character can move to another ruleset, including PvP. Moving a live character between Normal, PvP and Roleplaying was not addressed at BlizzCon, so plan your ruleset choice as permanent for now. Collections and Legacy Points are account-wide across rulesets (Hardcore excepted), so an alt on a second ruleset does not start from zero on perks.
Horde or Alliance for PvP in Forever — which is stronger?
Too early to call. Every class and spec was revamped and only Paladin details are public, so old Classic wisdom about racials does not transfer cleanly. What we do know: Skyborne get Wind Blessed (+1% haste) on both sides, Horde Skyborne add Skysight (+10% run speed), Alliance Skyborne add Read Ley Line (+100% health and mana regen). Orc Axe Specialization now gives crit chance, Dwarf Stoneform reduces Physical damage taken, and Will of the Forsaken breaks Charm/Fear/Sleep without granting immunity. Undead Paladins and Dwarf Shamans also exist now, which closes the classic "Alliance gets Paladins, Horde gets Shamans" gap.
If the balance system does its job, pick the faction whose racials and friends suit you rather than trying to game population. Blizzard's live Q&A on September 17, 2026 (18:00 BST on the Warcraft Twitch and YouTube channels) is the next place hard numbers could appear.
